What an extreemly lucky (or unlucky) boy!!!! Â
OopsiePanty, he looks perfectly happy to me!Â
I would say "lucky"Â
(remember, it was the norm NOT to smile in portraits.)

It's funny how you say "remember" right there, I don't know if that is the norm for back then or not lol. Unless you view time as extreemly non-linear it is a funny statement.
And yes, he does look happy. Do you have any article links on the net about this style of painting or why he would be dressed the way he is. Do you know what time period this is from?

Here is the caption accompanying the image:
Figure 1.--This 1848 painting shows an 11-year old English boy, Inglis Synnott, still wearing dresses and lacey pantelettes to modestly cover his leg below the knee. Note that his younger sister is not wearing pantalettes. We do not know yet who painted them.

Boys all over the world should start fighting for their gender equality to wear dresses and other wonderful clothes!
