Oh and the bestest part is the skirt portion is semi-transparent.

Hey that would not be so bad.  You would not have to wear as many
layers of petticoat padding to achieve the tutu like expansion exposing
the diapered wear beneath. The Ua-la-la I see London - I see France
would be oh so much visual fun. A big fluffy diaper cover pushing out
the shortened skirt hem to reveal to all what big SISSY is wearing !

Bestest part would be for a (Locking) diaper cover to be of bright
(NEON BRIGHT) contrasting colors to the skirt and with loads and loads
of all around ruffles and frilly lace at the leg holes and then the BIG
chrome (shiny) LOCK exposed at the waist band showing that someone
is not in control of them self and their personal movement !

Now where were we - oh yes need to grab the reins and then it is off
to the theme park for that new ride "The Baby Elephant Walk" !
Yes baby Sissy you can waddle along with the best ! After all you are
showing that you have all the right stuffing in the right places !

It's cute.  If it's just a tutu I shouldn't have problems finding one.  Those are fairly plentiful on the net.  I'll probably get a purple one; with my dark hair hair and eyes pink doesn't complement me very well.  I do  better with purple, violet, lilac, and all derivatives
