10 Inches is the shortest commercially manufactured skirt that I know of.
Anything shorter must be custom made or a longer skirt the hem line shortened.

These Sportkilts are 12 inches and I would hesitate to say that they would do
this type of custom work.
In all practical sense you would best take one of your shortest skirts and if you
know how to use a sewing machine fool around getting the hem length to your
hearts desire. Going to either of the links above the cost per square inch becomes
totally unreasonable.
Have a suggestion find a diaper cover maker and have a 6 inch pleated tartan
apron attached to the waist band and you instantly have a short skirt with diaper
(cover) plainly visable underneath.
Then add as many diapers as you need for bulking/ billowing out the skirt.
The diaper cover could easily have frilly ruffles and lace to enhance the school girl
look frequently found at Daily Diapers Nappy School
