In the year 2114, at the end of the gender wars, the world government decided that there was no place for male aggression, brute strength, sexual desire, and force of will in a civilized community.
Unfortunately, no way was found to create a satisfactory female only reproduction. And since male fertility dropped to less than 10%, a significant amount of male humans was needed to ensure the survival of womankind.
The usual procedure was to put fertile men into breeder colonies, and to allow unfertile men to ascend to womanhood. Later even fertile men had the opportunity to ascend, after they had produced enough sperms for reproduction.
