Well... OK, but you are going to have to move the passinger seat way back if you want to get her out of the car without pulling her diaper off in the door frame.

I can see the seam of the tights through the plastic panties so I believe that the diaper is under the tights, not over them. And yes, the lacy skirt is adorable.

I would think that tights under the diaper would tend to cause stuff to stay in the tights and then run down your legs instead of being caught in the diaper. Rather messy, unless you want the humiliation.
